Cross-references every DOT/state/hazmat slug across COMPLIANCE_SERVICES, REQUIRED_FIELDS, SERVICE_META, INTAKE_MANIFEST, and SERVICE_HANDLERS, and verifies every required field is collectible by its assigned intake steps.
