justin fa80c6dab9 Add FCC penalty warnings below order total on checkout page 
Shows specific penalty amounts for each filing type:
- RMD: $500K per violation, network disconnection
- CPNI: $239K per violation, $2.39M continuing
- 499-A: USAC Red Light blocks all FCC applications
- CALEA: $10K/day court-enforced
- Registration forfeiture for persistent non-compliance
