## When to Recommend (Wizard Logic)
|
|
|
|
**Recommend Wyoming if:**
|
|
- Operating state has high formation fees or annual taxes
|
|
- Carrier has personal assets to protect (home, savings)
|
|
- Multiple trucks / higher liability exposure
|
|
- Operating in multiple states (WY is a neutral home base)
|
|
|
|
**DO NOT recommend Wyoming if:**

- Base state is CA (California charges $800/yr franchise tax on ALL foreign LLCs regardless)

- Base state is MA ($500 filing + high annual)

- Base state already has low fees and no income tax (TX, FL, NV, WA, SD, WY itself)

## Photo ID Reuse
|
|
|
|
Customer uploads photo ID once during intake. Same ID used for:
|
|
1. **MCS-150 filing** — FMCSA identity verification
|
|
2. **Anytime Mailbox** — USPS Form 1583 notarization (required for virtual mailbox)
|
|
3. **Online notarization** — same notary service used for CRTC BITS filings
|
|
4. **BOC-3 filing** — process agent identity verification (if needed)
|
|
|
|
## Mailbox Setup Flow
|
|
|
|
1. Customer orders Wyoming package
|
|
2. We form the LLC in Wyoming
|
|
3. We open Anytime Mailbox in Wyoming under the LLC name
|
|
4. Customer's photo ID → USPS Form 1583 → online notarization (same service as CRTC)
|
|
5. Mailbox active → official correspondence forwarded to customer
|
|
6. We register the mailbox address as the LLC's principal address in Wyoming
|
|
|
|
## Operating State Foreign Qualification
|
|
|
|
After WY LLC is formed:
|
|
1. File foreign qualification in operating state with WY LLC documents
|
|
2. Register operating state registered agent
|
|
3. Operating state address = carrier's physical base (for FMCSA)
|
|
4. USDOT registration uses operating state as phy_state
|
|
|
