When to Recommend (Wizard Logic)
Recommend Wyoming if:
- Operating state has high formation fees or annual taxes
- Carrier has personal assets to protect (home, savings)
- Multiple trucks / higher liability exposure
- Operating in multiple states (WY is a neutral home base)
DO NOT recommend Wyoming if:
- Base state is CA (California charges $800/yr franchise tax on ALL foreign LLCs regardless)
- Base state is MA ($500 filing + high annual)
- Base state already has low fees and no income tax (TX, FL, NV, WA, SD, WY itself)
- Owner-operator with 1 truck, minimal assets (keep it simple)
Wizard warning for California carriers: "Note: California charges an $800/year franchise tax on all foreign LLCs regardless of revenue. For CA-based carriers, forming your LLC in California ($70 filing) is usually more cost-effective than Wyoming + foreign qualification."
Photo ID Reuse
Customer uploads photo ID once during intake. Same ID used for:
- MCS-150 filing — FMCSA identity verification
- Anytime Mailbox — USPS Form 1583 notarization (required for virtual mailbox)
- Online notarization — same notary service used for CRTC BITS filings
- BOC-3 filing — process agent identity verification (if needed)
Mailbox Setup Flow
- Customer orders Wyoming package
- We form the LLC in Wyoming
- We open Anytime Mailbox in Wyoming under the LLC name
- Customer's photo ID → USPS Form 1583 → online notarization (same service as CRTC)
- Mailbox active → official correspondence forwarded to customer
- We register the mailbox address as the LLC's principal address in Wyoming
